The Wholesale Electricity Market elected new members to their Council

The Council of the Wholesale Electricity Market (WEM) of Ukraine has elected a new composition of the WEM Council.

This decision was made at the annual meeting of WEM members on Thursday.
In particular, Konstantin Zapayshchikov (NNEGC Energoatom), Boris Lisova (DTEK Vostokenergo), Igor Sirota (PJSC Ukrhydroenergo), Dmitry Malyar (DTEK DniproenergoO), Yaroslav Poluiko Centerenergo) joined the Board.

Igor Sudak (JSC "Rivneoblenergo"), Irina Protopopova ("DTEK Dneprovskie Elektroseti"), Alexander Sagura (JSC "Prykarpattyaoblenergo"), Oleg Kozachuk (JSC "Khmelnytskoblenergo", Khmelnytsk region DSO), Ekaterina Beretiskaya Berezov were selected from the suppliers.

"In January, the market operates at the forecast wholesale price. Suppliers have not yet felt the benefits of paying electricity at hourly prices," Olga Buslavets, Director General of the Energy Markets Directorate of the Ministry of Energy and Coal Industry, said during the meeting. The price calculation mechanism will change accordingly.

Today, the state enterprise Energorynok does not have comprehensive data on the volume of electricity sales to all consumers in January, as a result of which it cannot calculate the price of electricity in real time.

Alexander Dombrovsky, Chairman of the Parliamentary Committee on Energy, Nuclear Policy and Nuclear Safety, expressed concern that since April 2018, the Coordinating Council for Reforms in the fuel and energy sector has not been working. The committee discussed this issue with the leadership of the Cabinet of Ministers.

According to the WEM Council, as of the end of the year, there were 867 members of the energy market.

According to Energorynok Director Yuri Hnatyuk, in 2018 570 purchase and sale agreements were concluded with producers in the renewable energy sources sector, which is 2.5 times higher than in the previous year. Of these, 252 contracts are preliminary. At the same time, 24 contractors have already completed the construction of their facilities and concluded a full-fledged agreement with Energorynko.

As previously reported, in July 2019 a new wholesale electricity market model will be launched, pursuant with the law "On the Electricity Market". It is assumed that the transition from a single-buyer model to a full-scale competitive market will bring benefits such as bilateral agreements between producers and large consumers, the introduction of a balancing market, a day-ahead market, and an intraday market. Energorynok is obliged to allocate branches (Guaranteed Buyer and Market Operator) within six months, which must be transformed into separate enterprises within two years from the date of the adoption of the law.
